General Description/Summary of Purpose:
Administers human resources programs and policies as they relate to all aspects of employment such as employee opportunities, selections, compensations, negotiations and other employment related processes. Administer all aspects of the Colleague information systems and related software for HR/Payroll modules. Reports to Chief Human Resources Officer or designee.Duties/Illustrative Tasks:
This description is intended to indicate the types of duties and responsibilities requested of the employee assigned this title. Oversee internal and external composition and distribution of job vacancy postings; reviews posting requests
for compliance with Board policy, Human Resources Department policy and union contracts. Maintain active
position reports for faculty, classified, administrators, etc.
2. Work with outside vendors to develop appropriate advertisements for print and websites.
3. Review applications for minimum qualifications.
4. Respond to inquiries regarding selection procedures from college personnel and general public.
5. Schedule and records clerical skills test results for appropriate applicants.
6. Maintain current job descriptions or description of typical duties for college personnel.
7. Review employee action forms, staff development forms, evaluations for compliance with policy and labor
agreements; review 'payroll load' documents for accuracy and compliance with policy and labor contracts
provisions.
8. Process annual faculty contract evaluations/recommendations.
9. Approve requisitions for temporary agency employees and monitor for compliance with labor agreements.
10. Conduct salary surveys and inputs salary adjustments.
11. Develop and update full-time and adjunct faculty college-wide handbooks, employee group search process
handbooks.
12. Collaborate with staff on the development of tables and rules for HRIS systems, document and maintain
policies, procedures and documentation as required for departmental needs and establish workflow
systems for processes.
13. Develop or debug reports or other projects as needed by the department.
14. Provide contract support (research for grievances, litigations, etc.) to the department.
15. Prepare union reports and information related to Freedom of Information Act (FOIA) requests and surveys, as needed.
16. Perform other related duties as assigned.
Minimum Qualifications:
EDUCATION: Bachelor's degree in Business, Human Resources or related field or an Associate Degree in these areas with at least six (6) years of directly related experience in benefits administration and/or personnel administration.EXPERIENCE: Three years benefits administration or personnel administration experience. Experience with multi-cultural students and staff.
