MTELP - Michigan Test of English Language Proficiency

Assessment Information

F-1 students need to take an English assessment test (MTELP) in order to determine the program level for your I-20 and the classes you may take.  OCC is allowed to issue I-20's for language training (English as a Second Language) or associate degree programs.  After taking MTELP, you will be able to meet with a Counselor to help plan your program and schedule of classes.

What is MTELP?

MTELP is an assessment of grammar, vocabulary, and reading used at Oakland Community College for determining second language proficiency. YOU CANNOT FAIL THE MTELP. After completing this assessment, you will be better prepared to select classes in which you can be successful. If your results show a need for assistance in meeting academic requirements, we offer a variety of classes and support services. Students who may need readers, interpreters, or other special assistance should contact the ACCESS Office.


Who Takes MTELP?

If English is not your primary language or if you grew up speaking English and another language, the MTELP is a more accurate placement for college classes. If your primary language is English, please refer to Accuplacer information.

You may be exempt from MTELP if you meet any one of  the following criteria and submit test scores no more than one year old:

  •  Have scored 38 or higher on the combined English and Reading sub-test of the ACT with a minimum of 18 in each section.  (2 year expiration date.)  
  •  Have evidence of completing a course equivalent to ENG 1510.
  • Have evidence of completing an associate degree or higher from an accredited U.S. college or university.
  • Have an exemption from taking MTELP and the ability to enroll in English 1510 because they have an official TOEFL score of: Internet-based – total score of 79 or higher with a writing score of 24 or higher; Computer-based – total score of 213 or higher with a writing score of 5.0 or higher; Paper-based – 550 or higher with a writing (TWE) score of 5.0 or higher. Official scores must be presented to the appropriate college personnel for the students to be exempt.
  • Have an exemption from taking MTELP and the ability to enroll in English 1510 because they have an official IELTS score of 6.5 or higher. Official scores must be presented to the appropriate college personnel for the students to be exempt.
  • Have SAT scores of 480 on the Evidence Based Reading and Writing and 25 or higher on the writing and language test

A student can re-test on the MTELP if it has been one calendar year since the last MTELP and no OCC ESL courses have been taken, or if one calendar year has passed since the end of the semester in which the student was enrolled in an OCC ESL course. No currently enrolled students in OCC ESL courses can re-test. There is an assessment test in each ESL class the first day of instruction which serves as the appeal process.
