Basic Detective School

This course provides new detectives with the skills to investigate crimes properly and professionally, with each segment taught by individuals highly qualified in their respective fields.

Below are the blocks of instruction:

Barbara Ulatowski, Sergeant, Michigan State Police (Retired) held various duties during her career with the Michigan State Police, including polygraph examiner at the Metro North and Northville Posts.  She also served as an instructor at the MSP Academy for Interview and Interrogation courses.  Sergeant Ulatowski is the founder of Professional Polygraph Services, which conducts polygraph exams for public agencies and private individuals.  Sergeant Ulatowski has conducted approximately two thousand polygraph examinations during her tenure as a Trooper and a business owner.  She has served for over 15 years as an adjunct instructor of Criminal Justice at the Oakland Community College - Auburn Hills Campus.  Sergeant Ulatowski is a graduate of Michigan State University.  

Jason Pernick, served as a police officer before becoming an Assistant Prosecutor in Oakland County Prosecutor's office for more than 30 years, reaching the rank of Chief of the Warrants Division.  His legal presentations will focus on what Prosecutors are looking for from Detectives and how to write effective search warrants.  He also directs Moot Court training exercises.  Attorney Pernick has taught criminal law topics extensively at the Oakland Police Academy, for both the Basic Police Academy and advanced police training courses.  He also serves as the principal legal advisor to the Southeastern Michigan Association of Chiefs of Police.    

Jonathan Walden, Michigan State Police Detective Sergeant with several years of experience specializing in Human Trafficking investigations.  D/Sergeant Walden will present multiple human trafficking cases worked by his Unit at the Michigan State Police, most of which involve sophisticated undercover scenarios by the Detectives.  D/Sergeant Walden will specifically identify the polices and procedures that law enforcement must have in place to effectively and efficiently investigate complex human trafficking cases.      

Jon Elges, currently serves as a Detective Sergeant with the Oakland County Sheriff's Office, with over 24 years of law enforcement experience.  D/Sergeant Elges has been a Detective for over 12 years, at least 10 years of which have been in the Oakland County Computer Crimes Unit which he now supervises.  He has been qualified as an expert witness in computer crimes multiple times, in five different courts around the Metro Detroit area.  D/Sergeant Elges will identify investigative techniques that can be used successfully in cases involving computer-related crimes.  

Brian Wilson, Oakland County Sheriff's Office – Fugitives.  Detective Wilson has been assigned to a United States Marshal Service fugitive task force for several years, and he has extensive experience in arrest and surveillance techniques.  Detective Wilson will provide newly promoted Detectives with effective skills and tactics that can be used to bring fugitives to justice.

Brad Rougeau, is a Detective with the Ann Arbor Police Department, working primarily fraud and financial crime investigations.  He is currently assigned as a task force officer with the United States Secret Service, Southeast Michigan Cyber Fraud Task Force.  Detective Rougeau has worked as a patrol officer, as a member of a surveillance team, as an undercover narcotics detective, and a fire investigator.  He is a graduate of Oakland Community College, Oakland University and the Oakland Police Academy, where he has been involved in police training since 2010 for both the basic police and advanced police training programs.  Detective Rougeau will present investigative techniques that can be used by Detectives to investigate the myriad of fraud and identity theft schemes that are facing law enforcement today.   

Layne Sakwa, received her Juris Doctor from the University of Detroit Mercy School of Law in 2004, after completing her undergraduate coursework at the University of Michigan.  Attorney Sakwa began practicing law as an Oakland County Assistant Prosecuting Attorney until 2012, and she currently practices criminal defense law. She has extensive trial experience, both as a Prosecutor and a criminal defense attorney.  Attorney Sakwa currently serves on the Oakland County Criminal Assignment committee for the Oakland County Bar Association’s Board of Directors.  Attorney Sakwa will instruct new Detectives in how to prepare and present cases in Court, to include Moot Court training exercises.
