Diffusion, Control & Restraint Training (D.C.R.T.) Instructor Program
Instructor:
Lt. Dillon (ret) is a 26-year law enforcement veteran and a highly sought after, nationally
recognized, speaker and trainer on use of force, communications and police practices.
He is certified by the Force Science Institute, FBI National Academy Graduate, and
a Litigation Specialist through A.E.L.E.
Lt. Dillon is also the founder of the award-winning L.E.A.D.S. Active De-escalation
Program and L.O.C.K.U.P. Police Training Systems instructed throughout the United
States and Europe. He had a series on Police Magazine and was a contributing expert
for Police1 and In the Line of Duty. Recent keynote speaker for the FBI NAA and IACP
Legal Officers Conference, and a FBI National Associates 2022 Science and Innovation
Award recipient.
Course:
Designed for public safety and security personnel responsible for professional conflict
management and incident response.
Through lectures, demonstrations, role-play, and scenario-based practical applications,
this instructor-level program prepares personnel to effectively manage conflict through
communication, de-escalation, control, and restraint strategies. Participants receive
instruction in legal use-of-force principles, Active Diffusion Strategies, confrontation
avoidance, and practical subject-control tactics designed for real-world encounters.
This course emphasizes the integration of communication, tactical decision-making,
and physical control skills to safely manage violent, resisting, combative, or emotionally
escalated individuals. Participants learn to recognize aggressive behavior early,
apply de-escalation techniques to reduce escalation, and transition to reasonable
and proportionate control tactics when necessary.
Instruction also focuses on instructor development, teaching methodologies, student
performance assessment, and the practical application of skills across diverse operational
and environmental settings. The program is designed to provide instructors with a
comprehensive and defensible approach to diffusion, control, and restraint training.
