Instructor:
Lieutenant Kevin F. Dillon (Whethersfield, CT Police Department, Retired), KFD Training and Consultation LLC - is a 26-year law enforcement veteran, SWAT Commander, highly sought-after speaker, and international trainer. He has lectured on use of force executive and leadership issues throughout the country. His appearances include conferences such as the International Association of Chief of Police (IACP), Commission of Accreditation for Law Enforcement Agencies (CALEA®) and FBI Command College, and FBI LEEDA Conferences. Lt. Dillon has been requested in many hotspots such as New Mexico, St Louis, MO, and California to address concerns on police use of force. He has appeared on CNN, Fox, NPR and multiple other venues. He developed both the nationally instructed L.O.C.K.U.P. Arrest and Control System as well as the L.E.A.D.S. - Law Enforcement Active De-escalation Strategies.

Intensive 5-Day Instructor Development Course
The L.O.C.K.U.P.® Advanced Instructor Certification Program is an intensive five-day training course designed for experienced law enforcement, corrections, and security professionals seeking advanced instruction in arrest and control tactics, use-of-force decision-making, de-escalation, and instructor development.
This instructor-level program combines lectures, demonstrations, practical application,
and scenario-based training to develop defensible, measurable, and operationally effective
control tactics for real-world encounters. Participants learn to integrate communication,
human performance principles, force mitigation strategies, and advanced psychomotor
skills into modern arrest and control training.
The L.O.C.K.U.P.® System is built upon court-tested, medically reviewed, and field-proven
practices emphasizing officer safety, subject control, force mitigation, and retainable
performance under stress. Training includes both individual officer applications and
coordinated team-control tactics designed for dynamic and evolving encounters.
Upon completion, attendees will be awarded a 3-year instructor level certification.
