L.O.C.K.U.P.® Police Training Systems Ground Control Edged Weapon Instructor
Lieutenant Kevin F. Dillon (Whethersfield, CT Police Department, Retired), KFD Training and Consultation LLC - is a 26-year law enforcement veteran, SWAT Commander, highly sought-after speaker, and international trainer. He has lectured on use of force executive and leadership issues throughout the country. His appearances include conferences such as the International Association of Chief of Police (IACP), Commission of Accreditation for Law Enforcement Agencies (CALEA®) and FBI Command College, and FBI LEEDA Conferences. Lt. Dillon has been requested in many hotspots such as New Mexico, St Louis MO, California to address concerns on police use of force. He has appeared on CNN, Fox, NPR and multiple other venues. He developed both the nationally instructed L.O.C.K.U.P. Arrest and Control System as well as the L.E.A.D.S. - Law Enforcement Active De-escalation Strategies.
Instructors:
Officer Percy Smith – An 18-year law enforcement veteran from Rhode Island. Percy was an All-American College Wrestler, and has won several titles in Mixed Martial Arts (MMA) and grappling competitions. Percy is a Master L.O.C.K.U.P.® Instructor and holds the rank of Brazilian Jiu-Jitsu black belt and black belts in Kenpo and Jiu-Jitsu.
Lieutenant Bryan Palagi - A 10-year law enforcement veteran from Rhode Island. Bryan is a Use-of-Force instructor with extensive training developing curriculum for the State of Rhode Island. He has extensive experience in Judo, Kickboxing, is a Master LOCKUP® Instructor and Brazilian Ju-Jitsu black belt.
Course Description:
The L.O.C.K.U.P.® Police Ground Control Edged Weapon Instructor Course is an in-depth presentation of police ground control tactics integrated with edged weapon defense. The course will provide a solid foundation of law enforcement and corrections ground engagements. This is not sport orientated grappling, these are tactics and techniques designed for law enforcement / correctional engagements. L.O.C.K.U.P. ® orientation provides the base of the system with the course specifically focusing on grounded and edged weapon engagements.
Upon completion, attendees will be awarded a 3-year instructor level certification.
Required Equipment:
BDU Style Pants, boots with ankle support, body armor, groin protection, full duty belt and mouth guard.

- Environmental and Situational Awareness
- Understand the limitations of grounded combat
- Mount, Guard and Side Control Platforms
- Defensive strategy/technique against five most likely attacks.
- Counter Offense from the Guard Position
- Counter Offense from the Mounted Position
- Maintaining and Escaping the Side Control
- Submission Holds to Handcuffing positions
- Learning to keep tactical distance from assailant (s)
- Understand the dynamics of an edged weapon assault
- Instructor methodologies and concepts
