Lt. Kevin Dillon (Whethersfield, CT Police Department, Retired) is a 26 year law enforcement veteran, and highly sought after nationally recognized speaker and trainer on use of force, communications and police practices. He is certified by the Force Science Institute, an FBI National Academy Graduate, and Litigation Specialist through A.E.L.E.
Lt. Dillon is also the founder of the award winning L.E.A.D.S. Active De-escalation Program and L.O.C.K.U.P. Police Training Systems instructed throughout the Unites States and Europe. Course Description:
In today’s environment, every use of force incident is subject to intense scrutiny,
often analyzed frame by frame and judged by individuals lacking proper training. This
has led to increased distrust and the spread of false narratives. The analysis, investigation,
and training of police and corrections use of force remain complex and continually
evolving challenges.
This 1-day training session is specifically designed for police and corrections leaders
who review, investigate, analyze, report and train use of force. Do you as a leaders
have any updated specialized training in use of force analysis? Through lecture, case
studies, and demonstrations, this course provides actionable insights and proven strategies
to navigate the challenges of modern use of force incidents.
Instructional Objectives:
Leadership, Supervision, Human Performance and Review
- Recognize the value of early intervention systems for identifying, tracking, and analyzing use-of-force patterns within an agency.
- Reduce organizational liability through effective de-escalation strategies and accurate documentation of force mitigation efforts
- Identify and apply the five essential steps for conducting effective use-of-force incident reviews
- Identify critical data points and trends necessary for meaningful use-of-force tracking and analysis
- Apply performance assessment principles, reinforcing the concept that “you can’t manage what you don’t measure”
- Understand the limitations and risks associated with body-worn camera and surveillance video during review and reporting
- Formulate timely and appropriate media response strategies following high-visibility use-of-force incidents
- Engage in case reviews, facilitated discussions, and scenario analysis tailored to leadership and supervisory responsibilities
- Understand the impact of human performance factors—including stress, perception, and decision-making—during high-risk encounters
- Apply appropriate response strategies when interacting with individuals from special populations, including those with mental illness or medical conditions.
- Discuss manage multi-officer engagements to ensure safety, communication, and operational effectiveness
- Track and assess use-of-force incidents using quantifiable, data-driven methods
