Basic Guidelines for Sharing Factual Information

ALLOWED NOT ALLOWED
Employees may advocate for or against the millage and express their personal views on their own personal time. Employees may not advocate for or against the millage during working hours.
Employees may produce and disseminate factual information concerning issues relevant to the function of the College at any time. Employees may not wear clothing and/or buttons, or post advocacy information on OCC property during working hours.
Employees may use their own personal resources to advocate for or against the millage outside of their working hours. Employees may not use College resources (computers, email, supplies, equipment, social media accounts) to advocate for or against the millage.
Employees may add tag lines to College emails containing only factual information. (e.g., OCC Millage Election November 5, 2019) Employees may not add tag lines to College emails advocating for or against the millage.
Employees may support the millage on their own personal time their own personal time through a committee established by external supporters of the College. Employees may not participate in any activity of a committee established by external supporters or opponents of the millage during working hours.

DEFINITIONS:

  • Factual Information - Facts relevant to the function of the College. Language that cannot be interpreted as opinion or express advocacy.
  • Advocate - Encouraging a yes or no vote on the millage proposal.  Examples are "vote for," "vote against," "support or oppose," "support the continuation of," "vote to renew,"  "vote yes," or "vote no." Using very subjective words in informal written or verbal communications like "needs," "essential," and "critical." Projecting consequences of passage or failure. For example, "if the millage doesn't pass, then this will happen."
  • Employees - For purposes of these Guidelines only, the term "employees" including all OCC personnel, personnel provided by a third party employment agency, and work study students performing duties for the College.
