Internal Investigations Done the Right Way

Instructor:

Franklin J. Caldwell - Executive Consultant/CEO of EDS-OPS, LLC, a mentoring, educational, and developmental training organization, and the Senior Instructor for The Betterment Group, a human behavior, communication, and leadership training consortium. Mr. Caldwell has been in law enforcement for over 30 years, holding leadership positions in municipal, county, and private entities, and his accomplishments include roles in police management and leadership and adult collegiate and law enforcement instruction. Mr. Caldwell has conducted numerous pre-employment background services for the Surprise (AZ) Police Department and the Maricopa County Attorney’s Office. Mr. Caldwell is a member of the International Association of Chiefs of Police (IACP), the Arizona Association of Chiefs of Police (AACOP), and the National Organization of Black Law Enforcement Executives (NOBLE).

Mr. Caldwell earned a Bachelor of Science degree in Occupational Education with an emphasis in Human Services/Criminal Justice from Wayland Baptist University; a Master’s degree in Organizational Management from the University of Phoenix; a Master’s degree in Counseling/Human Relations from Northern Arizona University; and an Educational Specialist degree in Higher and Postsecondary Education from Argosy University.

Mr. Caldwell is a graduate of the prestigious Northwestern University School of Police Staff and Command; the Arizona Leadership Program and the Executive Leadership Program through Arizona Peace Officer Standards and Training; both the Arizona State University Certified Public Manager Program and the Bob Ramsey Executive Education Management and Leadership Institute; and finally, the FBI-LEEDA Supervisor Leadership Institute.

Course Description:

Criminal Justice (CJ) agencies are charged with the responsibility of protecting the public, interacting with schools, civic groups, community leaders, and other CJ agencies, as well as daily law enforcement duties. Employees of criminal justice organizations, both sworn and civil, are charged with behaving responsibly, ethically, and professionally. Sometimes this doesn’t happen, or occasionally, some employees may commit actions that can publicly tarnish the image of the agency.

When not handled appropriately, agencies lose effectiveness in their quest to provide professional customer service to the community. CJ leaders have the authority and the responsibility to preserve order and discipline within their organizations and to ensure the public’s concerns are addressed when complaints of inappropriate behavior by their employees is reported. This course will help guide students when conducting internal investigations.

  • Collecting evidence for the investigation
