Integrated Planning Glossary

COMMUNITY NEEDS: This need is based on labor market analysis identifying where the greatest need exists for workers in our regional community.

EDUCATIONAL MASTER PLAN (EMP): The EMP is an institutional effectiveness initiative that drives the achievement of quality standards, accreditation and student success. It addresses our strategic priorities and serves as the cornerstone for integrated planning at OCC.

EMP ACCOUNTABILITY MEASURE: Quantitative and qualitative targets used to focus an action plan's design and implementation.

EMP OBJECTIVE: A measurable result that closes a gap between what currently is and what should be based on best practices.

EMP OBJECTION ACTION PLAN: Action plans include accountability measures, milestones/action steps, persons responsible, completion dates for each step, and annual evaluation targets.

EMP PROGRESS REPORTS: Reports that track action plan progress relative to its milestones and completion dates

INTEGRATED PLANNING: OCC's planning process is integrated in alignment of key components, including resources. In addition, a shared consciousness of strategic, academic and operational plans exists so plans, in essence, "speak to each other."

MISSION: OCC's mission statement describes our overall function. The mission statement answers the question: "What is OCC attempting to accomplish?"

OPERATIONAL PLAN: An operational plan is designed to address a resource area's operational goals for a given time period. Aligned with the College's EMP, these plans consider resource needs for academic and College-wide priorities.

RESOURCE MASH-UP: Once resource needs have been identified for the College's strategic and academic objectives, a "resource mash-up" meeting occurs. At this meeting, resource needs (finance, technology, personnel, marketing, etc.) are reviewed and prioritized. The resource owners juxtapose these prioritized needs within their operational plans for the College.

STRATEGIC PRIORITIES: Strategic priorities are performance areas where investments of resources will add the most value to advancing student success and achievement of our vision.

  • Financial Accountability

STUDENT INTEREST: Student interest is based on the College's understanding of programs for which students have indicated the most interest in terms of employability and transferability.

STUDENT SUCCESS: The purpose of the student success definition is to establish a philosophical alignment within the College and measurable goals for student success. The student success statement aligns with our strategic priorities of college readiness, transfer readiness and employment readiness, while also encompassing the student's personal goals.

VISION: OCC's vision statement describes our desired future state and where we are headed. The vision statement is used to provide framework and "tension" for the development of strategic objectives to reach the desired state. Within our vision, meeting community needs and student interest are of primary importance.
